The laws need to get tougher on these crimes. If it were an AUTOMATIC CHEMICAL CASTRATION when something like this happened. RAPE, MOLESTATION, etc...these crimes would drop in number immediately. That man is sick and disgusting...if it would have been my daughter he may not have been around to even get arrested.
