I need to know what is good for my soon to be 5-year-old. I would like to invite her ESE class families to participate in the celebration but I also need to keep my costs down.

Have you thought of having the party at one of the local wonderful parks (we like the one on Maricamp @ Baseline)? You can make sandwiches and other picnic food to serve to the guests and the entertainment is the playground itself.
